recruitment various positions on purely contractual basis for the World
Bank funded “Assam State Secondary Healthcare Initiative for Service
Delivery Transformation (ASSIST) Project”

AHIDMS Recruitment Details
1. IPA Manager
Place of vacancy:
• Dhubri Medical College & Hospital, and
• Goalpara DH
Date of interview & Time:
• Date: 15.09.2025
• Time: 11.00 am onwards
• Reporting Time: 10.00 am
Essential qualification: Masters of Hospital Administration or Masters of Health Management, or MBA in Hospital Management or MBA in Health Management. Candidates with BDS degree and the above essential qualifications will be added advantage.
Other desirable qualification: The candidate must have good communication skills both written and verbal in local language, English and computer literacy. Knowledge of government regulation and policies is desirable.
Experience: New graduates and or entry-level applicants are encouraged to apply for the position. Experienced candidates will be desirable.
Skills and Competencies: Computer proficiency, especially in MS Word, Excel, PowerPoint.
Consolidated Pay in the range of Rs. 30,000/- (Rupees Thirty Thousand) to Rs.50,000/- (Rupees Fifty Thousand) per month.
2. Hospital Administrator

Essential Qualification: Masters of Hospital Administration or Masters of Health Management or MBA in Hospital Management or MBA in Health Management with 10 years post qualification experience.
Candidates with an undergraduate degree of MBBS/BDS/BHMS/BAMS and the above essential qualifications will be added advantage.
Desirable: Candidates having the essential qualification along with experience in hospital operations, quality management and healthcare administration will be given preference. The candidate must have good communication skills, both written and verbal in local language, English and computer proficiency, especially in MS Word, Excel and PowerPoint.
Skills: Strong leadership in hospital operations, stakeholder coordination, policy implementation and patient satisfaction management.
Age limit: upto 45 yrs as on 01/01/2025.
Consolidated Pay of Rs. 1,00,000/- (Rupees One Lakh) to Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand) per month.
3. Hospital Administrator

4. Finance Specialist

Essential Qualification: Chartered Accountant (CA) with 3+ years of post-qualification experience in the field of finance and accounts.
Desirable: Experience in hospital finance management, government projects, or healthcare sector financial operations.
Skills: Proficiency in budget planning, fund management, financial auditing, and compliance reporting.
Age limit: upto 40 yrs as on 01/01/2025.
Consolidated Pay of Rs. 70,000/- (Rupees Seventy Thousand) to Rs.90,000/- (Rupees Ninety Thousand) per month.
5. MIS Executive

Essential Qualification: BCA /B.E /B.Tech in Computer Science or Information Technology from recognized university/Institution.
Experience: Minimum 5 years of post-qualification experience in management of IT & MIS activities in any Externally Aided Project (e.g. World Bank, JICA, ADB etc.) or Public/ Private sector organization.
Experience in designing, executive at least one LAN/WAN/Data centre project is preferable.
Age limit: Age of the Candidate should not be more than 35 years as on 1st Jan, 2025.
Consolidated Pay in the range of Rs. 35000/- (Rupees Thirty Five Thousand) to Rs. 50,000/- (Rupees Fifty Thousand) per month.
6. Procurement Executive

Educational Qualification: The PE must possess at least a Bachelor of Engineering / Post Graduate Diploma (minimum two years duration) in Procurement from any Govt. recognized university/institution. Candidates having IT Background, Professional Diploma in Public Procurement (PDPP) or Certificate Program in Public Procurement (CPPP) may be given preference.
Working Experience: The PE should have at least 5 (five) years of professional experience in Procurement Management function in any public/private sector agency out of which 02 (two) years in World Bank/externally aided Projects will be desirable. Those with hands-on experience in e-procurement system & GeM of the Government may be preferred.
Computer Skills: The PE must have expertise in using Internet based applications, working with advanced word processing/spreadsheet including MS Word, MS Excel, MS Power Point, related applications and software & hardware computer systems.
Language: Knowledge of Assamese, English, and Hindi will be an added advantage.
Desirable Qualifications, Experience, Skills etc:
a. Experience of working in complex, multi stakeholder, fast moving environment and ability to work under pressure, strict deadlines and multitasking.
b. Good social, analytical and planning skills; the candidate must show initiative, synthesis, organization and personal dynamism, be self-motivated and should possess ability to work independently as well as in teams.
Age limit: Age of the candidate should not be more than 45 years as on 1st Jan 2025.
Consolidated Pay in the range of Rs. 60,000/- (Rupees Sixty Thousand) to Rs. 70,000/-(Rupees Seventy Thousand) per month.
7. Procurement Specialist

Essential Qualification:
• Bachelor’s degree in a relevant discipline (e.g. Engineering, Public Procurement, Finance, Business or Commerce) from any Government recognized university/ institution.
• Relevant training in public procurement works, Supply Chain Management, Finance, Business or Commerce will be preferred.
• Candidates having Professional Diploma in Public Procurement (PDPP), Certificate Program in Public Procurement (CPPP), Certificate in Contract Management Program (CPCM) will be preferred.
